The root causes of war in South Sudan, where are our votes?

After five decades of war, suffering and instability, South Sudan seceded from Sudan in January 9, 2011. However, after only two years of independence, it was back in war with itself with the most brutal genocide and human rights atrocity the world had seen.”Since the conflict started in December 2013, more than 4 million people have fled their homes, with 2.47 million taking refuge in neighboring countries. Close to 200,000 people are living in six UN “protection of civilians” sites across the country. Seven million people need humanitarian assistance, most of whom faced acute food shortages.(South Sudan, human right watch 2019)”

The questions South Sudanese people must be asking in regards to the root causes of the war are: where is our vote? Where is the dream country splm/a promised us? Where are the towns that were suppose to replace our villages? Where is splm/a, the party we entrusted with our votes, why our country is being hijacked? Who are those responsible for the mess we are in now?

These are fundemental questions, in my opinion, are critical to addressing the roots causes of the war in our country. Without answering these questions satisfactorily and bringing to justice every single preprator who inflicted any injustices and human rights abuses to our people, we are wasting our time and extending the current war to the future generations. Why am I saying this? It is because we know ourselves and we know how much the culture of revenge has contributed to this war.

As such, it is time to bring justice by doing the right things in the right ways. So that we can start to build our lives and build a country we can finally call a home. We know how and why the previous agreements were disowned and betrayed and finally failed to be implemented. This time around, we must do the right things for the sake of our people, if we really do love them and are willing to sacrifice for them as we claim. This means, every single mecahanism and tools that are needed for a genuine peace to prevail in South Sudan must be put into place and adopted to our specific local context to address the above questions effectively.

However, the above questions cannot be treated in isolations without follow up questions like: What kind of a country do we want and how can we bring it about? In other words, how can we build a country that we can finaly, call a home? (Questions like: how does it look like, how is life like in it and what do we need to do as individuals, as well as  South Sudanese people to bring it into our existence?)

These are the two main faces of nation building process we need to create a new South Sudan starting from the process of peace, justice, accountability, reconciliations and finally, rebuilding new South Sudan. Nothing less, nothing more.

We, in NADAFA for an alternative government are saying that, there is not a government, in the world’s standard, in South Sudan. The geographical area called South Sudan is now being ruled by few tribal elites (JCE) who turned our voted country into their personal business. They are using tribal tools to cling to power at all cost. Splm/a has failed us miserably. Because of their ego and greed for power, they turned our dream country into the worst nightmare bloodbath place on earth, which is worst than Sudan from which we seceded. They must be held accountable for letting the people of South Sudan down, period.

We all agree to the fact that Federalism is a form of government that suits the diverse nature of our society. However, we in NADAFA believe that Federalism that will work in South Sudan is one based on the former three provinces of Upper Nile, Equatoria and Bahr al Ghazal, and one which shares power equally (one third each) between the peoples in these founding regions of today’s South Sudan.

The Rome Declaration – Where is NADAFA?

When SOMMA signed a Memorandum of Understanding with the government of South Sudan in Rome on (12th of January 2020), people were wondering, where is NADAFA? The rumour that went around was that NADAFA was left out because it refused to join SSOMA. That was a false accusation because we just heard of the declaration like any body else in the media outlets. As a sister alliance, we are not informed of the initiative that was taking place in Rome. PDM, a NADAFA member, who was part of the non-signatories to the Khartoum peace agreement was not even informed. If there is anything lacking between NADAFA and SSOMA, it is collaboration and coordination. Accusing NADAFA for something we had no clue about is unfair.

This insight is to highlight the above question and put to rest all the accusations directed towards NADAFA since the formation of SSOMA.

  1. NADAFA was a name proposed by PDM when the left out non-signatory SSOA group was changing their name to acquire a new identity. But the name was not adopted, instead the group chose to call themselves SSNDA. So, PDM left the group because they want a name that is reflective of who they are and what  they stand for. And also, a name that will act as a brand to send a clear message which is understandable to the average South Sudanese person. NADAFA, in simple Juba arabic means clean up. It is a name which is inviting every South Sudanese, wherever they are, to roll up their sleeves and clean up South Sudan from all the mess it is in right now. Because, NADAFA believes in people centric government where power is shared between the people and their government, but not between elites. As such, they must rise up to the decision making process of their government from their long existing regions of Bahar El Ghazal, Equatoria and Upper Nile. This is what PDM stands for and want to be identified with. So when NADAFA failed to be chosen as a new name for the group, PDM left. However, PDM was later joined by Workers Party of Upper Nile (WPU) and Federal Democratic Party (FDP) to form NADAFA alliance. As a result, SSNDA and NADAFA became two separate sisterly alliance groups.
  2. When SSNDA joined Real SPLM and SSNF to form SSOMA, again, we heard it like anybody in the social media. And the same above question was asked: where was NADAFA? The narrative given by the representative of the newly formed group, Emmanuel Ajawin, was that PDM left SSNDA because NADAFA was not chosen as a name. As such, NADAFA could not be part of SSOMA. This was a false statement because:

First, when SSOMA was formed, NADAFA was existing as a sister alliance. PDM went with NADAFA when SSNDA was formed. So, to use the reasons why PDM was not part of SSNDA, for why NADAFA was not part of SSOMA was irrelevant and out of context. The only valid thing was though, for some reasons, best known to the group, the information for forming SSOMA was kept away from NADAFA. And NADAFA was not asked if they wanted to be part of the new group or not. As such, it was unfair to accuse NADAFA for something it had no clue about.  

  • And now, another initiative was forming with knowledge and participation of SSOMA, without the knowledge of NADAFA or its participation, to sign a declaration of understanding with the government in Rome. When asked, where was NADAFA, the rumour that was spreading around was that, NADAFA refused to join SOMMA because NADAFA was not adapted as a name for the new group. This was what Emmanuel Ajawin said in Our Diversity show. The same statement of one time event can not be recycled over and over in making false accusations about NADAFA when the fundamental issue is: lack of coordination and collaboration between these two sisterly alliances.  As a result, we want to make clear to SSOMA and the public that:

We in NADAFA are open to any coordination and collaboration with each other and with any other group out there. And we welcome legitimate questions to our positions with any development in regards to the politics of South Sudan. However, the only thing we cannot tolerate is false accusations to tarnish the image of NADAFA. As sisterly organizations, we have a lot in common as well as peculiar things that are unique to each one of us. Let us celebrate our commonalities and embrace our diversity in our uniqueness. If there is any relationship NADAFA is looking forward to with SOMMA, it is a complimentary relationship in which we complement each other in our strengths as well as our weakness to face the regime in Juba. To give you some glimpse into these commonalities and differences:

  1. All of us are in this struggle because our beloved country which we voted for overwhelmingly had been hijacked by few elites who turned it into their personal business. They destroyed the livelihood of our people and chased them away from a country they voted for to call a home of their own where they can live with dignity and pride. We had been reduced to a laughing stock in the regional, as well as global political arena because of few greedy elites who are willing to do anything to cling to power. And we in oppositions are working day and night in our different positions, capacities and abilities to change this. We are all aiming to this same cause although our approaches are different.
  2. We are all in agreement to the fact that for genuine peace and harmony to be restored in our country, the root cause of the conflict must be addressed head on. And any injustices and human rights abuses inflicted on our people must be brought to the court of justice and every single perpetrator must be held accountable. However, we in NADAFA came to the conclusion that the problem of our country is beyond the scope of politics, even if, politics has a central role to it. It can be fully understood by addressing the identity crisis of the South Sudanese people in answering the questions: who are we? what kind of country do we want and how can we build a country we can finally call a home? What happened to the country we voted for? How did splm/a who we trusted with our vote allowed our country to be hijacked? And why are we still in this mess? We believe, in answering these questions, we shall arrive to a model which will holistically addressed the root cause of our problem.
  3. We all agree to the fact that federalism is a form of government that suits the diverse nature of our society. However, we in NADAFA believe that the federalism that will work in South Sudan is one based on three regions of Upper Nile, Equatoria and Bhar al Ghazal, and one which shares power equally between the peoples in these founding regions of today’s South Sudan.

The Alliance, South Sudan National Alliance for Democracy And Freedom Action, popularly known as (South Sudan NADAFA), welcomes the initiative of COMUNITÀ DI SANT’EGIDIO for peace in our country, and in particular the 12th of January ROME DECLARATION ON THE PEACE PROCESS IN SOUTH SUDAN, jointly signed with members of the South Sudan Opposition Movements Alliance (SSOMA), Government of South Sudan delegation, and COMUNITÀ DI SANT’EGIDIO in Rome, Itali; and which declaration more importantly and crucially among other things committed the parties to:

  • REAFIRM their will to foster political dialogue in order to facilitate further reconciliation and stabilization by addressing the root causes of conflict in South Sudan;

The Parties are also:

  • CONVINCED that the current conflict in the Republic of South Sudan requires a comprehensive political engagement in order to achieve inclusivity and sustainable peace with the non-signatories to the R-ARCSS. In this regard, AGREED that the dialogue shall continue under the auspices of SANT’EGIDIO in consultation with IGAD and with the support of regional organizations and the international community.

We [South Sudan NADAFA] the Alliance, in response and support of the above stated aims, therefore register and welcome SANT’EGIDIO’s noble initiative and inclusive invitation to all non-signatories of R-ARCSS 2018 for participation in the proposed comprehensive political dialogue to achieve inclusivity and sustainable peace with the non-signatories to the R-ARCSS without exclusion of other non-signatories, and hence express our interest to participate in what NADAFA members believe would be credible, inclusive and comprehensive political engagement on the root causes of conflict in South Sudan, to be mediated by the esteemed SANT’EGIDIO peace making on behalf of the Holy See Pope Francis.

South Sudan NADAFA also wishes to clarify that the Alliance members were not informed of SANT’EGIDIO’s invitation to non-signatories of R-ARCSS to participate in the lead up process to ROME DECLARATION ON THE PEACE PROCESS IN SOUTH SUDAN, otherwise the Alliance [NADAFA] would have engaged and participated fully in SANT’EGIDIO’ s genuine search for a just and sustainable peace in our country from the start.

The People’s Democratic Movement (PDM), was one of the parties to the former High Level Revitalization Forum (HLRF) peace process (21 December 2017 – 12 September 2018) in Addis Ababa, Ethiopia, also a signatory to the CoHA[1] of 21 December 2017, and is un-armed non-signatory to R-ARCSS 2018 that formed the South Sudan National Alliance for Democracy And Freedom Action (South Sudan NADAFA) on February 13th, 2019 with the founding Members being:

  •  Workers Party of Upper Nile (WPU),
    • Federal Democratic Party (FDP), later joined by
    • National Salvation Movement (NSM), and
    • South Sudan United National Front (SSUNF)
    • Individual & concerned South Sudanese Citizen Members
    • South Sudanese Academics and Professionals in Diaspora (USA, EU, Australia)
    • Youth, Women and Civil Society Members in Diaspora and South Sudan 

As the current Chair of South Sudan NADAFA, and on behalf of the Alliance Members, comprising organizations as well as individuals and concerned South Sudanese citizens, I write on behalf of them all to register NADAFA’s interest and request admittance to participate and make representations in the political dialogue being fostered by SANT’EGIDIO over the course of the coming weeks in Rome, Itali, or elsewhere as the case may be.

Further to the above context, we are attaching as background info for your perusal in this regard:

To date, the parties to the R-ARCSS have made no progress on the key benchmarks to establish a new unified national army in the country, and are no where near restructuring of the security organs, such as the infamous National Security Service that is operating outside of the rule of law in South Sudan.

The regime in Juba is deliberately refusing to honor any agreements it signed, and using the R-ARCSS 2018 to maintain itself in power at people’s expense and rule the country with impunity, attracting legitimate sanctions on key senior ministers in President Salva Kiir’s government for impeding the peace.

The country is not ready for and can ill-afford a bloated government that is proposed under R-ARCSS, comprising of 5 Vice Presidents, 550 Members of Parliaments, over 100 Ministers in the proposed states and R-TGONU combined, tens of thousands of soldiers and hundreds of military generals, myriads of commissions and institutions during a transitional period in the country with a collapsed state of economy and security.

This is further compounded by lack of probity in management of state affairs by those in power in South Sudan, and without the people and millions of refugees ever having a say in the affairs of their existence and governance.

The Alliance, South Sudan NADAFA, urges SANT’EGIDIO and all the parties to the comprehensive political dialogue being staged to put the people and their human rights first, and to not willfully continue to defy and violate any agreements to be signed.

The Alliance believes that the country needs an alternative People’s Transitional Federal Government of South Sudan NADAFA, based on power sharing between the peoples of Equatoria, Upper Nile and Bahr al Ghazal, which will repair the country’s broken social fabric through a new people-driven constitution making process for the country.

التحالف الوطني من أجل الديمقراطية والعمل من أجل الحرية (NADAFA) هو تحالف شعبي شعبي من أجل الديمقراطية وعمل من أجل الحرية في جنوب السودان. تدعو “ندفة” إلى قيام ثلاث حكومات تتمتع بالحكم الذاتي تمثل شعوبًا من ثلاث مناطق هي بحر الغزال وأعالي النيل والإستوائية ، لتشكيل الحكومة الفيدرالية الانتقالية لجنوب السودان (TFGoSS).
إن أعضاء التحالف ملتزمون ويؤمنون إيمانا راسخا بإنشاء الأساس لسلام حقيقي دائم ، والديمقراطية والتنمية المستدامة من خلال حكومة الشعوب البديلة NADAFA في أعالي النيل ، الاستوائية ، بحر الغزال ، وجنوب السودان. ستستند الحكومة البديلة لـ NADAFA إلى اتحاد ثلاث مناطق تتمتع بالحكم الذاتي خلال فترة انتقالية من TFGoSS في NADAFA باعتبارها السبيل للمضي قدماً. لهذا السبب ، وافق التحالف على الدعوة إلى:

الدعوة إلى ثلاث مناطق ذاتية الحكم خلال فترة الحكم الانتقالي ، مما يتيح للناس فرصة لإعادة بناء أنفسهم في مناطقهم الخاصة في بحر الغزال ، الاستوائية وأعالي النيل. ستضمن حكومة جنوب السودان (NADAFA) أن يتم تنفيذ إعادة تأهيل اللاجئين والمشردين داخلياً من خلال وضع حقوق الإنسان للشعب أولاً في البلاد ، وتقاسم السلطة بشكل منصف بين الشعوب ، واحترام كرامة الناس وحقوق الإنسان. في بلدنا يأتي أولا.

وضع حوكمة أعالي النيل والاستوائية وبحر الغزال باعتبارها ثلاث مناطق تتمتع بالحكم الذاتي بحدودها ومقاطعاتها كما هي في 1 يناير 1956 ، في نظام حكم اتحادي جديد خلال الفترة الانتقالية لحكومة جنوب السودان NADAFA.

العقد الاجتماعي للشعوب الجديدة والدستور مما يجعل اختيار الشعب لنظام الحكم لبلدهم بين الاتحاد أو الاتحاد من المناطق أو الولايات ، بما في ذلك تحديد عدد الولايات خلال الفترة الانتقالية.

العمل من أجل الحرية من قبل الناس الذين يستخدمون جميع وسائل النضال المشروعة ، بما في ذلك الانتفاضة الشعبية من أجل الحرية في حالة تفاوض المفاوضات والوسائل السلمية تفشل في حل أزمة الحكم في ظل الحكم القبلي الحالي للحركة الشعبية لتحرير السودان في جنوب السودان.

مساءلة واسترداد جميع الأموال المسروقة بالمليارات من قبل النخب الحاكمة من خزائن وموارد عامة ، وهدر في صفقات فاسدة ، والإثراء الشخصي على حساب عام ، أو في غسيل الأموال في العقارات أو الممتلكات في الخارج

حرية التعبير ، والإذاعة العامة المستقلة وقطاع الإعلام الديمقراطي الذي لا يعمل تحت سيطرة الدولة ، والتي تتمتع بحق الوصول إلى المعلومات وحق الجمهور في المعرفة.

يسعى التحالف ، NADAFA ،

إلى تحقيق حل سياسي للنزاع في جنوب السودان على أساس:

يجب ضمان حق جميع شعوب جنوب السودان في العيش في مجتمع مدني وديمقراطي يحترم حقوق الإنسان والشعوب ، ويدعم حق الشعب في تقرير المصير بما يتوافق مع ACHPR.

لشعوب جنوب السودان الحق في تحديد نظام وشكل الحكم في عقد اجتماعي جديد وصياغة دستور ، والذي قد يكون اتحادًا لثلاث ولايات أو أكثر أو اتحادًا

يجب أن يضمن أي منتدى لمفاوضات السلام للتوصل إلى اتفاق الظروف الاجتماعية والسياسية والاقتصادية التي تعزز ثلاث مناطق تتمتع بالحكم الذاتي من أجل سلام عادل ودائم لجميع شعوب جنوب السودان ، ويضمنها المجتمع الدولي ، قوات حفظ السلام التابعة للأمم المتحدة قد تكون كافية وضرورية لحفظ السلام ومراقبته.

نحث المجتمع الدولي ونرحب به للمساهمة في كل من موارد الإغاثة والتنمية لدعم المجتمعات والقوى السياسية الجديدة والديموقراطية لإرساء أساس قوي للديمقراطية والسلام الدائم في جنوب السودان على أساس ثلاث حكومات ذاتية الحكم الذاتي لنادفا في ملكال وجوبا و واو وكذلك TFGoSS

ينتهز التحالف الفرصة مرة أخرى لتكرار دعوته إلى شعبنا في أعالي النيل وإكواتوريا وبحر الغزال لتشكيل نضال اجتماعي وسياسي واسع النطاق في إطار التحالف الوطني من أجل الديمقراطية وحرية العمل (NADAFA) في بلدنا ، لإنهاء إفلات الحركة الشعبية لتحرير السودان من العقاب ، وتؤدي إلى تحول ديمقراطي سيؤدي إلى سلام عادل ودائم.

يوصي التحالف بشكل عاجل الإيقاد والاتحاد الأفريقي وترويكا ومجلس الأمن الدولي باقتراح اتفاقية سلام متفاوض عليها في جنوب السودان على النحو التالي:

ومراجعته لإدراج أحكام لنظام الحكم الفيدرالي خلال الفترة الانتقالية القائمة على ثلاث مناطق حكم ذاتي وهي أعالي النيل وإكواتوريا وبحر الغزال مع مناطقهم الاستعمارية وحدودهم كما هي في الأول من يناير 1956 ، وهي معروف جيدا ، وبالتالي تجنب الحاجة إلى فرض غير ضروري للولايات غير القانونية 32 أو 21 في جنوب السودان

The alliance, South Sudan NADAFA, wish to reiterate to the public, that the parties to the flawed R-ARCSS have again failed to make progress on the key benchmarks to establish a new unified national army, and are no where near restructuring of security organs, such as the infamous National Security Service that is operating outside of the law. In the latest outburst from this illegitimate regime, the press secretary, Ateny Wek Ateny made it clear in no uncertain terms that Salva Kiir will not return the country back to ten states as stipulated in the Transitional Constitution 2011, unless through a referendum.

 The regime is deliberately refusing to honor any agreements it signed, and using the R-ARCSS 2018 only to give itself legitimacy to rule with impunity. It is now clear in no uncertain terms, not only the two Ministers; Martin Lomuro and Kol Manyang Juuk who were sanctioned by the Trump administration barely a few days ago, but also Salva Kiir, as Ateny Wek confirmed, personally bears the ultimate responsibility over and above everyone else for dishonoring with impunity the agreements he signed.

South Sudan NADAFA urges the Trump administration to sanction Salva Kiir with all his business partners and their illicit financial networks, de-recognize his kleptocratic regime to pave the way for the alternative people’s government in South Sudan, and which will decide the number of states in a new permanent constitution making process that puts the people first. And not before Kiir’s regime departs the scene into history and the return of over 4 million refugees from abroad and the IDPs to their original homes.

The country is not ready and can ill-afford a bloated government, comprising of 5 vice presidents, 550 members of Parliaments, hundreds of thousands of soldiers and hundreds of military generals, myriads of commissions and institutions during a transitional period.

There is no trust and probity in entrusting kleptocrats with management of state affairs in South Sudan at expense of millions of refugees having no say in affairs of their existence and governance.

The alliance takes this opportunity to remind the world and the people of South Sudan about the long overdue removal of Salva Kiir and establishment of a legitimate People’s Government of South Sudan NADAFA, with the political will to put the people first.

As his press secretary admitted, Kiir willfully continues to defy and violate the agreements he signed in 2015, and 2018 and doing so with impunity and not being held accountable.  KIIRMUSTGO in 2020, his regime’s days are numbered and the time is now for the country to see him become history and put an end to the plight of the people under SPLM’s tyranny.

The alternative People’s Transitional Federal Government of South Sudan NADAFA, based on power sharing between the peoples of Greater Equatoria, Greater Upper Nile and Greater Bahr al Ghazal will repair the country’s broken social fabric through a new people-driven constitution making process for the country to pick up the pieces in a new beginning without SPLM and its failed leaders. The people shall be the winners in 2020.

IGAD Making a choice for conflict over renegotiating R-ARCSS

PDM is dismayed that IGAD has made a choice for conflict and is not in favour of renegotiating R-ARCSS to include legitimate demands of the non-signatories. The IGAD Special Envoy is asking non-signatories to join implementation of R-ARCSS only, but not to discuss where amendments of the non-signatories could be incorporated to make it inclusive by power-sharing between the peoples of Equatoria, Bahr al Ghazal and Upper `Nile regions.

The consultation held on 25th February 2019 by IGAD special envoy for South Sudan with Lt General Thomas Cirilo in Addis Ababa about stopping the war in Yei is misplaced, because IGAD knows well who started it. It wasn’t NAS who violated the 21st December 2017 CoHA. The talks about stopping the war in Yei should be with President Salva Kiir in Juba and not in Addis Ababa. The TGoNU headed by President Salva Kiir is the other un-named party to the conflict in Yei as came in IGAD’s statement.

The talks for reviewing R-ARCSS to amend the flawed agreement are welcome and that is what IGAD needs to do, but not calling for joining implementation of the flawed R-ARCSS by the non-signatories in its current form. The IGAD well knows the position of the non-signatories on joining implementation of R-ARCSS in its current form that they opposed and did not approve of it as a basis for a just and sustainable peace in the country.

It has to be pointed out that IGAD mediation principles are flawed, imposing a high cost for a further transition to maintain impunity and dictatorial rule.

IGAD are letting the Jieng Council of Elders Juba regime to commit atrocities in Equatoria to coerce opposition into submission to R-ARCSS. The IGAD and Juba JCE regime are in cahoots, as IGAD is silent about sanctioning President Salva Kiir for waging war in Equatoria and causing the flight of 5000 more civilians into refuge and 8000 more displaced.

 Who are the “other parties” to the conflict in IGAD’s statement without their proper names?

The joint statement by Christian Church and Moslem leaders in Yei, clearly indicted the Kiir’s government and are holding it responsible for burning villages, destroying means of livelihoods for civilians and causing their displacement with impunity. It’s a scorch earth and deliberate policy to harm and cause maximum damage to the civilian population as punishment for presence of armed opposition groups in Yei territories. IGAD is unwilling to issue condemnation of the party that is burning down villages in Yei and destroying their properties to force them into refuge or displacement camps away from their villages, crimes for which Salva Kiir’s government must be held accountable.

PDM calls upon the AU, IGAD, UN and TROIKA countries to sanction President Salva Kiir for the crimes and atrocities he continues to commit against the people of Equatoria in Yei, who have been forced to flee their villages into refuge and fresh IDP camps.

PDM calls upon the AU, IGAD, UN and TROIKA to recognize the urgency and need for a Peoples based alternative SSNDA[1] NADAFA[2] government for our country, which puts the human rights, peoples’ rights and the rule of law first, for a just and lasting peace to be established and nurtured by all the people of South Sudan.

100 days won’t work for R-ARCSS: People’s Transitional Federal Government of South Sudan NADAFA is the Answer

100 days won’t make the flawed R-ARCSS 2018 to work for South Sudan

In a statement made on January 25th 2019, PDM a member of the alliance, South Sudan NADAFA, reiterated to the public and the international community, that the government of South Sudan lacked political will and, as expected, was shown by events to be deliberately refusing to fund the implementation of the flawed elites power-sharing agreement, R-ARCSS which it signed on September 12, 2018. It only did so for the promise of a new lease of life in power to continue its rule in the name of R-ARCSS. The flaws of this imposed agreement in its current form, has proven the non-signatories to it to be right.

This month, 24th November 2019, marks the 10th month point in the implementation schedule of the Pre-Transitional Period benchmarks of the flawed R-ARCSS. What will another slippage of 100 days now do – dubbed as extension to the pre-transitional period – to snatch R-ARCSS from the jaws of certain and proven lack of political will to implement it?

In the last 10 months, no cantonment camps were made fully operational for both government and opposition. The joint unified army that should provide the security in the entire country has not been established. The number of states has no been decided.

Kampala, however, wants the world and IGAD to entertain the false belief and faith that these benchmarks will now suddenly happen within the new 100 days deadline before the return of the refugees from abroad and the IDPs to their original homes. The excuse given by the government in the last 10 months for missed deadlines was allegedly lack of funds.

That being the case, South Sudan NADAFA questions as to where the money to pay for the bloated government, comprising of 5 vice presidents, 550 members of Parliaments, hundreds of thousands of soldiers and hundreds of military generals, myriads of commissions and other institutions, would come from. The IGAD, which mediated R-ARCSS, has no answer to these questions. Instead IGAD assumed that the ‘donors’ and the ‘peace partners’ would foot the bill. Have the funds now made appearance to achieve all the critical benchmarks in the critical path to formation of R-TGONU in what is left of Kampala’s 100 days pre-transitional period extension?

South Sudan NADAFA, Troika, donors and the international community know that, there is no such thing as probity in management of public funds to be expected from the current failed leaders of South Sudan in Juba.

The alliance takes this opportunity to remind the world and the people of South Sudan about the long overdue removal of Salva Kiir and establishment of a legitimate People’s Government of South Sudan NADAFA, with the political will to put the people first before good will donors can help the Government with funds. NADAFA regrets that there is no legitimate government in South Sudan, the failed and corrupt Salva Kiir’s kleptocratic regime in Juba is nowhere near fulfilling the minimum stipulations and obligations of R-ARCSS. He willfully continues to defy and serially violate the agreements he signed in 2015, and 2018 and doing so with impunity without being held accountable. He continues to enjoy being entrusted by IGAD with the powers of redress for non-compliance and violations of any agreements he enters into, so called African agreements for African problems while the world looks on.

NADAFA calls on the international community and on all our people and opposition groups to work for change with us, than with the current failed SPLM leaders, to bring about the People’s Transitional Federal Government of South Sudan NADAFA, based on power sharing between the peoples of Greater Equatoria, Greater Upper Nile and Greater Bahr al Ghazal regions, and in a bid to repair the country’s social fabric through a new people’s constitutional convention and people-driven constitution making processes for the country’s new beginning under a people-centric government during the transitional period.

The bilaterally Revitalized Agreement on the rails, SPLM-IO theatrics before UNSC in Juba not a surprise to anyone

The SPLM-IO, a lead party to the bilaterally revitalized agreement between Salva Kiir and Riek Machar, dubbed R-ARCSS 2018 , as Machar has admitted it last week, is under duress of missed deadlines, missed implementation benchmarks, missed revitalized unified national army, missed unified revitalized national security institutions, missed revitalized ten states, and missed revitalized constitution! And add missed six months deliberately wasted.

The agreement was written and made, for all intents and purposes, in the name of Kiir and Riek, not in the name of the people, and more specifically for power sharing between IO and IG elites to exercise political power over affairs of South Sudan existence and governance for three more years. This is without reference any where in the said agreement to seek consent of the people for R-ACRSS 2018 legitimacy.

Dr. Machar well knew, the agreement was between IO and IG and a few other elites, not an agreement by the people of South Sudan, and neither one for power sharing between the people. As if IG and IO are the replacement to the people and the country. If one party such as IG saw advantage for not keeping to the bargain terms, it has done so with intent and plan of retaining power under a new lease of R-ARCSS, granted it by none other than the other party, SPLM-IO leadership. The people have nothing to do with it. The game plan and its players in 2015, and lately in 2018 haven’t changed, neither the strategies and yet the IO expected a different result this time round.

The reality is that the problem of Kiir’s tyranny in South Sudan has defied a regional solution in elites power-sharing twice, in 2016, and menacingly in 2019 too. The IO recent theatrics before the UNSC in Juba, is further recognition before the whole world of the little to no change in essence of the objective circumstances that still prevailed to prevent a just and inclusive peace, at the local and regional level, as well internationally at the UNSC level.

At the mercy of these confounding and unchanged circumstances, peace is and remains illusive. The public should not be taken on a ride by IO’s theatrics in Juba and those singing their praises of Dr. Riek and Dr. Lam for their little new found courage to ask if not beg yet another two or three months extension to formation of R-TGONU. How would another lease of just three months work better than the last six months with scarce to lack of political will in Juba in the first place to fully implement R-ARCSS in letter and spirit?

The learned Drs knew well which are the constants and which are the control variables in the R-ARCSS and who the sole conductor(s) of the experiment are, considering his credibility, competence and integrity on past experiments, the results of which were published and are available reference-able work for contemporary historians.

PDM and South Sudan NADAFA are not singing the praises of anyone, be it Lam or Riek as many have done for simply begging additional 3 months extension of R-TGONU to bestow a power of redress in the hands of a tyrant instead of de-legitimizing that tyrant for impunity and failure to comply with a signed agreement. These two elites, together with Kiir signed an agreement, and one party has now proven as predicted to lack political will to abide by serially concluded peace agreements since 2015 between the same parties.

The IO and NDM parties to R-ARCSS 2018 should simply abandon theatrics and instead lawfully charge President Salva Kiir with persistent serial violation of regionally brokered peace agreements in an International or Regional Court of Justice. If that is not legally feasible, then R-ARCSS 2018 is not a legally binding agreement either and is freely dishonorable by any of the parties to it without tangible consequences!

The UNSC has shown itself in Juba to be impotent to guarantee world peace and failing to advance the public interest over impunity of gross human rights serial offenders in South Sudan.

The problem of Kiir’s tyranny will not defy a solution in a People’s Government of South Sudan NADAFA when the people are truly in charge of their destiny to take back control from tyranny an impunity of elites.
