IGAD and Council of Ministers: A party to the conflict in South Sudan
For Immediate release – November 18th , 2018
In the recent IGAD Council of Ministers 66th Extra-Ordinary Session on 16th November 2018, the Council issued a communiqué, among other things, on the implementation of R-ARCSS, and in which it directed the IGAD Special Envoy for South Sudan, H. E. Ismail Wais, to reach out to the South Sudanese stakeholders and any warring groups who are not signatories to the R-ARCSS to join in its implementation; Otherwise, they shall be labeled spoilers of the peace process.
As it stands, the IGAD directive stressed joining in implementation of R-ARCSS, which the non-signatories did not participate in negotiating, free of undue coercion and threats. The directive further appears to demand that not joining in implementing R-ARCSS or doing otherwise; is a sufficient reason or justification for threats to label the non-signatories as spoilers of the “peace process”.
The world knows, the people know too that the TGONU1 under the incumbent President Salva Kiir triggered return to a violent and needless war on 8th July 2016 and violated the IGAD mediated ARCSS 2015 with impunity when he chose violence over peaceful means to settle differences with his First Vice President and ARCSS peace partner Dr. Riek Machar. The return to war on 8th July 2016, which covered the country in blood and violence, caused the country massive loss of lives, and resulted in the biggest refugee crisis in Africa. The IGAD and its Council of Ministers was not moved an inch by any conscience or moral obligation of its numerous Extra-Ordinary Sessions to threaten President Salva Kiir and label him as 2015-ARCSS peace process spoiler. The SPLA, which became President Kiir’s tribal army and listed by the United States Government as a terrorist organization, in league with the Mathiang Anyor Dinka militia recruited by the incumbent President, covered the country with blood and violence in atrocious war against the people in Upper Nile, Equatoria and Bahr al Ghazal.
The National Dialogue Steering Committee2 charged by the incumbent President’s own initiative to engage with the communities and people of South Sudan in search for peace and recommendations for resolution of the conflict in the country, concluded with an indictment of the responsibility for the atrocious war in a report released in October 2018, that:
“Too many of the innocent citizens of South Sudan have lost their lives in this atrocious civil war. Our refugees, who now number in their millions, if the United Nations and other international bodies and media, who have made such claims are to be believed, these refugees will not return to our country, unless they believe war crimes have been dealt with in a fair and honest way. And yet, our country cannot claim that this evil war, which has sent away over two million of our innocent citizens has been properly ended.”- on page25
In view of the damning reports, public outcry, and the world’s dismay and frustrations with the failed incumbent SPLM leaders in South Sudan, on the contrary, IGAD and Council of Minsters remained blinded to the suffering of our people under a tribal and brutal regime, but rewarded a club member, incumbent President and SPLM/A Chairman and C-in-C, whom IGAD and Council of Ministers did not sanction as “a spoiler of the peace process” for egregious violations of ARCSS 2015.
While PDM commends IGAD’s search for peace, the non-signatories to the Sudan-Uganda imposed R-ARCSS, did not cause the creation of POCs3 in which our populations now live, they did not cause the flight of over 2 million refugees from their country, and atrocities which continue to be committed against our people in Upper Nile, Bahr al Ghazal and Equatoria.

The R-ARCSS non-signatories are without military generals who are indicted and sanctioned by the UNSC for atrocities and war crimes. The IGAD and the world know who “the spoiler of the peace process is” to be targeted for sanctions and not be rewarded for his deeds. The peace spoiler is one of IGAD Members, seated as the unseen elephant in the room and represented in the recent IGAD Council of Ministers 66th Extra-Ordinary Session on 16th November 2018, by none other than his Foreign Minister Nhial Deng Nhial!
The “spoilers of the peace process” are Not the 2018 R-ARCSS non-signatories who have a right to dissent, and are innocent of any crimes committed in the atrocious war, unlike the war crimes decried and indicted by President Salva Kiir’s own appointed National Dialogue Steering Committee. PDM and the oppressed people of South Sudan are most dismayed that the IGAD and Council of Ministers who followed Foreign Minister Nhial Deng Nhial’s lead and steer to label PDM and legitimate opposition colleagues as peace spoilers, are now officially also the signatories to the conflict in South Sudan, siding with the incumbent President use of R-ARCSS as his latest Trojan horse to gain legitimacy, backed by Sudan and Uganda and other IGAD countries tacit support.
PDM is dismayed by this IGAD’s realization of its imaginative African solutions to African problems, of the kind millions of South Sudanese have to endure and live with under a repressive, and violent rule of the incumbent President and SPLM elites in our country!
1. PDM urges the AU together with AU Peace and Security Council (AUPSC), TROIKA and the UN Security to rethink the role of IGAD mediation and its impartiality in the approach to resolution of conflict and its root causes in our country.
2. PDM urges opening up R-ARCSS to incorporate provisions for establishment of a Federal Government during the transitional period, and power sharing between the people of Upper Nile, Equatoria, and Bahr al Ghazal, in thee-states or regions as echoed by the National Dialogue Steering Committee
3. PDM calls into question IGAD Council of Minsters proposals to revise the mandate and structure of the Regional Protection Force to allow the participation of all IGAD Member States, as they are largely part of the conflict.
4. PDM urges the AUPSC and the UNSC to reach out to ECOWAS4 and other Member States outside of the IGAD countries to contribute to a restructured RPF with a robust mandate under UNMISS as part of it to protect an inclusive, revitalized, people-centric sustainable peace process in South Sudan from abuse and/or any violations by the incumbent President or his IGAD allies, the Sudan and Uganda.
PDM reiterates its commitment to attainment of a just and sustainable peace, and stands with its proposals ready to engage at any time in genuine dialogue and negotiations to resolve the root causes of the conflict and governance crisis in our country, and in which process the people and the country, not the corrupt elites, shall come first and emerge to be the only winners.

The National Alliance for Democracy And Freedom Action (NADAFA), an
alliance advocating on behalf of the ordinary people of South Sudan believes
and maintains that the R-ARCSS signed nearly a year ago in September 2018, is
doomed because none of the security arrangements and key benchmarks of the flawed
agreement have been implemented in the period between May to October 2019.
NADAFA reiterates firmly that the main parties and signatories to the tenuous
agreement are unwilling and unable to form a unity government under the terms
of the flawed agreement by the 12th November dateline of the extended
pre-transitional period.
R-ARCSS 2018 was billed to be an improvement on ARCSS 2015 but it
largely comprised the same parties that failed to implement the first agreement
in 2016. NADAFA asserts that the same parties have failed again to deliver on
key pre-transitional benchmarks in 2018 and the country now needs to move on
and away from the R-ARCSS implementation in 2019, and instead look to a
People’s Government of South Sudan NADAFA to put an end to failed leaders and
chart a path to peace made by the people and for the people, free from the
tyranny of SPLM parties.
NADAFA firmly holds that R-ARCSS was never conceived to be
sustainable. It was neither inclusive nor intended to be a people-based
agreement. The world is now fully informed about the “Taking of the State” in
South Sudan by none other than incumbent illegitimate president Salva Kiir, who
is also paradoxically the main party entrusted with implementing the R-ARCSS.
NADAFA points out that it is no surprise the parties to the flawed R-ARCSS are
failing to implement the agreement which they signed last year 2018 while they
are busy taking the state with impunity for business profit.
South Sudan NADAFA calls on the youth in particular and our oppressed people all over the country to reject Salva Kiir and the parties to the failed R-ARCSS, and work together with the forces of change to end the illegitimate SPLM elites’ Government of corruption, tyranny and impunity, once and for all, through a popular uprising and freedom action. Kiir is a serial offender who violated not one but two ARCSS’s, two are too many agreements dis-honored by him!

Communal violence and mayhem unfolds in Kapoeta, and Kills over 70 Innocent
Civilians

The People’s Democratic
Movement (PDM) has learned with great dismay that a grave communal violence and
mayhem is currently ongoing in Kepoeta for months, taking away innocent
civilian lives at an alarming rate, and is intensifying as we went to Press.
This is occurring while the
Governor of the state, Mr. Louis Lobong Lojore is keeping a lid on the mayhem
and censoring anyone from reporting it at the same time, including Ministers in
the State Government.
The fresh reports reaching
PDM from the State made a grim and gruesome reading of the communal conflict that
erupted between the two neigbouring communities; Narim of Buya of Naita and Toposa
community of Riwoto, which began in June and driven by revenge and counter
revenge attacks between the two communities.
The violence since has killed innocent women
and children who became the target and victims of the revenge attacks, with a
death toll now at peak of over 70 people between Riwoto and Naita Buya civilians
who were killed and lost their lives so randomly.
In the last two days alone from 1st to 5th October, 19 more people were killed, including 5 women and 6 children. As we speak the revenge has widened while the State government under the inept and corrupt Governor Louis Lobong, appointee of equally corrupt President Salva Kiir, is silent, not moved an inch into any action to stop the unfolding mayhem in the state.
Earlier in April, Didinga
villages in Ngauro were burnt down to the ground, believed to be by the
Governor’s militia, to make way for Chinese companies of which Louis Lobong
Lojore is reportedly a beneficiary and shareholder. A number of innocent people
were killed. And while all this killing is going on in the state without
accountability, the state government and authorities are silent, complacent and
downright grossly irresponsible, carrying on business as normal as if these
innocent lives matter not.
The Government of the State
and that of Salva Kiir stand condemned for failure of duty to protect the human
and peoples’ rights to life and security, while providing security and armed
escorts and protection to the Chinese Kapoeta Investment Company in Napot-pot
and Ngauro to line their pockets with silver and gold. It is sickening and PDM
condemns Kiir and his corrupt pal Louis Lobong in the strongest terms possible,
and equally urges the people to rise up and remove this kleptocratic and
corrupt Government of Kiir that is without legitimacy.
سؤال يبدو غريب نوعاً ماء. لكن هذا سؤال المهم .يجب على كل مواطن الجنوبي ان يسأل. منذ انفصال جنوب السودان وقبل الانفصال حتى. لم يشهاد جنوب السودان استقرار تم .تمرود تلوة تمرود. وإنشقاق تليها إنشقاق. ما انتجات التشرزوم البنية السياسي في البلد.وخلاق الازمة التي يعانى منها الشعب جنوب السودان.حتى الان. خلف كل قائد إتمارد او إنشاقة في جنوب السودان. كثير من التساؤلات ماء اشيء الاهم الذي دفعها لتمرود او إنشقاق.هنالك اكثر من سبب تجعلني اسأل هذا اسؤال.كل الحركات الي في خارج تحمل سلاح كاواصيلة ضغط على حكومة.لكن هل يوجد من بين كل الحركات حركة تحمل المشاريع وافكار او برامج تفوق برامج الحركة الام اليهوة الحركة الشعبية.
مشروع وبرامج الحركة الشعبية تغناء به قاداتها وروسخا في اذهان شعب جنوب السودان.قبل تفاكوك ام الان أصبحت.هذا المشروع في ماضي ليس بل بعيد لمواطن الجنوبي…. :-مهندس الصراعات نبدأ با io. دكتور ريك مشار.هل يملك مشروع او برامج افضٔل من ما.كان يملكها الحركة الام.
هل هنالك سبب في غاية الاهامية جعل دكتور ريك يشوق طريقها.لوحدها “من اجل توضيح هذا اسؤال . دعوني اشرح لكم وجه نطرية في تمرود “د.ريك مشار. مشار في صفوف الحركة الشعبية كان من اوئل القادة ومن ابرز رموز الحركة.على قيد الحياة. بعدماء علم مشار بان القيادة الحزب في ايدي الجنرالات.وبلأخص جنرال سلفاكير . فكر بانها بأمكانها إتلاع على عرش الحزب بفهم سياسي. وبعض من كاتئب العسكرية المؤالي له.هذا ما جعل …”د. ريك مشار يفكر في إتلاع على القيادة بطريقتها الخاصة كما هو معروف به. .لكن بعدماء اثمرد هذا الفكرة بفشل .تحول إلى تمرد. من اجل استمرار الامل الوصل لي هدفها..لكن مع اخط فيها ..د”.مشار هوه طريقة الاستمرار هذا.ونهج التي يتبعه. كل هذا كان يجب على مشار ان يدورسها جيد قبل الغوض المعاركة… ما جعل الكثرون يتساوءلون هل مايفعلها مشار حقاً صواب ام غير ذلك . ومن ابرز العيوب في تمرود مشار . هو الاعتماد على قوة العسكرية. وبلاخض ابناء قبيلأتها اليهم اكثر من نص جيشها. او اكثر منها….. ” فيما يخذ الجانب الاخير .اليهوة المشروع او البرامج السياسي لدكتور مشار لم يبئن حتى الان ماهوة المشروع او برامج يقدمها لشعب في جنوب السودان. علماً بان المعارضة غلباً مايكون على صواب وثابت في موقفها كما يعروفهم.
“بي يسارين فا المعارضة الذي يحمل سلاح و لايحمل مشروع او برامج للاصلاح. فهذا في رائي معاطلة ليس معارضة . لماذا نقول معاطلة . كل مقاومات النجاح في مشروع الحركة الامة موجودة . لكن الشخصيات التي بامكانها تنفيذ هذا البرامج.هم اليغير موجودين. اذا كان مشار يملك كاريسمة القيادة و روح الرائدة . لماذا لم تبناء فكر الحركة الامة بشكيل جديد بسم جديد حتى إن لم يكون الطمع الوصول لسلطة و حاوس الرائيسى . هو الهدف المنشود. لديها … د. مشار على علم تم بان هذا الحكومة ليسى لوقمة سايقة لمن ارد مناولاتها. اكثر من خمسة سينين ولم نسمع عن مشروع الحركة io ظلة يغنون عن فشل الحكومة وفساد الحك الحكومة . وضالو طريق طريقة الوصول لعقل المواطن الجنوبي .
الحركة الشعبية في فترة نضالها يبشر في كل زاوية وفي كل نفئذا يجدها بما.يملكها من المشاريع وبرامجات مختلفة في سبيل نهضة السودان وتغيير شامل في هيكال الدولة السوداني . لم يركز قرنق و رفاقها في فشل وظلم الحكومة الانقاذ..وكانت نتيجة لكل الجهود القادة في الحركة الشعبية ماتحصل عليها اليوم كل من الشعب في شمال السودان وجنوبها..لكن بعد وفاء… د. جون قرنق .اصباح سفينة الحركة في بر اليابيس.

بجد للاسف .مرض الكبير يصعيب الصغر. جنرال توماس اوصعيب بمرض التمرود. من دون اجندء واضح لهذا الخروج الخروج . الراجل بيقول فدرالي . ومع ذلك في غابة من يطالبوا بفدرالي .يكون دخل المنطومة الدول سواء كان في في برلمان او معارضة محترف به من قبل الحكومة لكن هذا الإ في دولة فيها نظام نظام دمقراطي ليس في بلد ليسة في وضع وضع الإنشاء مثل جنوب السودان.. هل جنرال توماس في وضع اغلية جيد ليفكر ليفكر في هذا .إذا كان الفشلت في إدارة شون العسكرية ستنجاح في الادارة الدولة باكمالها.

مابين الدولة ككيان حديث والقبيلة ككيان سابق

عندنا أزمة عدم فهم جوهر وظيفة وأهمية الدولة كمرحلة متقدمة علي مرحلة المجتمعات القبلية والإثنية والعشائرية، وظيفة الدولة محافظة علي المصالح وأمن كافة الجمعات المنضوية تحتها وبصفتهم مواطنون بغض النظر عن خلفياتهم التاريخية السابقة ، يعني مفاهيم القبائل والعشائر تمثل تاريخ للأفراد وصفة خصوصية ليست لها علاقة بمفهوم الدولة علي الإطلاق لان بعث واعيها في ثوب مفهوم الدولة تفسدها و تفسد مفهوم المدنية والمواطنة ، حضورها تخلق الفتنة وترد صفة المواطنة الي الصفة السابقة ( القبيلة ) ، لذلك من الصحيح في ظل مفهوم الدولة يجب التعامل مع كافة مكونات الدولة بصفة المواطنة بغض النظر عن خلفياتهم الاثنية التاريخية والجغرافية او دينية .
لحظت أغلب شباب من جنوب السودان يتعاملون مع قضايا الدولة بالانتقائية و كجزئيات من جزر قبلية وعشائرية ومناطقية من دون النظر كأزمة كلية تواجه الدولة لسؤ ادارتها ، وعدم النظر للمعتدين بصفتهم مواطنون خارجون عن قانون الدولة ونظمها حيث ينظر لهم بصفتهم القبلية والمناطقية وهذه سذاجة وسماجة وفهم قذم يؤكد عدم النضج الفكري وتخلف عقلي، لذلك كان من الطبيعي ان تفسد مفهوم الدولة وتنهار من اساسها وتعود المواطنون المدنيون الي صفة المواطنة القبلية و العشائرية و مناطقية بديلاً لصفة المواطن المدني .
لذلك من الطبيعي أن تتصعد درجات الوعي القبلي والمناطقي وتتراجع الوعي القومي المدني ، ويتسيد الموقف العقلي الجمعي ( نحن وهم ) وتبدء التكتلات القبلية والعشائرية و تختفي عقلية الفرد المدني الحر معها مفهوم الدولة وجوهرها المدني ويتسيد صفة المواطنة القبلية و زعماء القبائل والعشائر في ثوب مؤسسات الدولة في أحزابها و مؤسساتها الرسمية و المدنية وتتولي بإدارتها .
لمعالجة الوضع يجب ان تُفهم بأن الدولة مفهوم حديث علي المجتمعات القبلية والدينية ..الخ ولها وظائفها في ترقية و الاهتمام بمصالح المجتمعات وكافة الكيانات المكونة لها تحت صفة المواطنة للفرد في اطار مجتمع مدني ويحاكم الفرد فيه بصفته كمواطن منتمي لدولة وملتزم بنظمها وقوانينها وليس بصفته التاريخية وهويته الذاتية كمنتمي لقبيلة او عشيرة او دين او اي كيان اجتماعي اخر .
في اطار مفهوم الدولة الفرد يتحمل افعاله بصفته الفردية وكمواطن امام القانون ولكن في المجتمع القبلي العشائري يعلو الوعي الجمعي علي الوعي الفردي ، الاعتداء علي الفرد تعني الاعتداء علي القبيلة و يجب حمايته بالعصبية. علي الناس ادراك مفهوم الدولة علي اساس المواطنة و ككيان متقدم علي الكيانات القبلية وحضور الوعي القبلي والجمعي في ثوبها تفسدها وتفتتها، وأي عملية أعتداء وانفلات أمني وقتل أفراد يجب التعامل معها كأعتداء علي مواطنين وليس علي القبيلة او العشيرة ، واي محاولة أعتبارهم مواطنين بصفة قبلية هذا خروج عن مفهوم كيان الدولة والعودة الي كيان المجتمع القبلي و المناطقي فيه يرتد المواطن المدني الي مواطن قبلي وعشائري كما ماثل الان في جنوب السودان .
عندما تغيب غاية الدولة تبقي في ذاتها مشروع لتحقيق طموحات النخب ومشروع نهب .
الدولة لابد أن تكون لها ماهيتها وغايتها لكي تبقي وتصل لأقصي رؤيتها ، الماهية والغاية تحدد وظائف ومهام كل فرد ، ولكل فرد تخصصه يقوم به من أجل تلك الغاية من الفنيي العمليات ( مايسمي بالعمال ) والي اصحاب التخصصات الفنية والإدارية والمشرفون (الوزراء) والمشرف الاعلي ( الرئيس )و كافة المؤسسات الخاصة حيث لكل مهامه المحددة في سبيل تحقيق غاية الدولة وأهدافها ورؤيتها ، ولكن عندما لا تكون للدولة الغاية و رؤية لوجودها تسود الفوضي في المهام والوظائف حيث تتحول إمكانيات الدولة تحت تصرف أفراد من فنيي العمليات والمشرفون والي المشرف الاعلي لتحقيق اهدافهم الذاتية بفعل غياب الغاية من الدولة و ظيفتها لذلك من الطبيعي أن نري يصدقون لأنفسهم أموال طائلة وانتشار النهب في كافة المؤسسات الخدمية والإنتاجية وتتحول المؤسسات منها الأمنية والدفاعية للحماية النخب الفنية و السياسية الحاكمة بداءً من توفير السيارات و الحراسة ومنازل و حوافز المالية دون أن يري الشعب الغاية من تلك الصرف ، تلك كلها عشوائيات وفوضي عمياء بفعل غياب الهدف من الدولة التي تقود الي النهب المنظم بفعل خيال و ذاكرة هولاء المسؤولين ، ومن الطبيعي أن يتخيل ويفكر المسؤول عن ذاته واهدافه وفقاً لرؤيته بتخطيط كيف ينهب ، لذلك برزت مشاريع النهب للموارد البلاد ، مشروع عطاءات الذرة الشهيرة ومنها مشروع الصرافات ثم البنوك التي خلق السوق الموازي للدولار وانتهت من الاقتصاد الوطني أمام رجالات الامن والأمن الاقتصادي وكبار رجالات الدولة من النخب ، ثم تبعتها مشروع LC تحت رعاية الوزراء كرؤية من أجل التمكين ، ثم مشروع Nilepet ل LC للمحروقات ومن ثم الي مشروع اخر خطير وهو مشروع الضمان السيادي والذي فشل بفعل الضعف المالي للبنك المركزي ، ولكن النخب اخذوا يبدعون في خيالهم و رؤيتهم الذاتية عن نهب الدولة بالتعمد والقصد دون ادني التفكير عن ايجاد الرؤية وغاية من الدولة ، و ابتدعوا مشروع النفط الخام حيث تدور خيالهم ان البنك المركزي اصبح لايملك دولاراً تنهب ولا خزينة الدولة لذلك ابتكروا هذا المشروع الحديث كرؤية من أجل نهب فقط وتحقيق غايات ذاتية انانية بفعل غياب غاية وماهية الدولة، وهذا طبيعي جداً في اي مجتمع تغيب فيه الرؤية والغاية من وجودها كدولة أن تبرز الرؤية والخيال الفردي الذاتي بديلاً عن الخيال الجمعي و واعيه ، في الدول التي تغيب فيها الرؤية الكلية لوجودها ربما تحكمها رؤية حزبية كما في الديكتاتوريات الافريقية والأوربا الشرقية سابقاً او تحكمها رؤية الفرد كدولة اليوغندا ومصر او دولة الترابية في السودان التي عاشت ثلاثون عاماً وبعض من الدول الافريقية او تحكمها رؤية وخيال الافراد كما في جنوب السودان .

SPLM/A under Kiir’s leadership is a destructive political
legacy-institution that has been made through the country’s modern history by
the elites and now led by illiterates and spear masters, who are in the position
of agenda setters for government policies. These illiterates are making decisions
now that determine the way the country is run and functions without real
significant presence and contribution of intellectuals, professionals and political
elites of substance and candor or integrity in the failed and decaying SPLM
house.
The major decisions over what happens in the country,
decisions over financial management and state political affairs and civil war,
are all in the hands of oligarchs, kleptocrats and witchcraft makers, led by
spear masters, who among them are ministers and generals, allied with foreign
business institutions to control the country’s resources for their own
interests. These kleptocrats manufactured
the civil war against the party elites and all those who opposed their monopoly
of decision making and looting of the country’s resources with impunity.
Through the official media outlet (turned to propaganda
machines) such the SSBC TV and some daily News papers run by pro government
journalists, these kleptocrats have exerted full control to restrict what comes
out of the media, by way of media censorship, pick and choose which articles
and reports and programs serve the interests of the dominant illiterate spear
masters, their allies with foreign business interests to capture the state and
its resources for profit at the public’s expense. In doing so, illiterate
youths and some SPLA army Generals from Kiir’s political constituency region are
mercilessly exploited or taken advantage of, and are indoctrinated by war propaganda
machines in the hands of the kleptocrats, targeting the mostly influential or powerful
political leaders within the SPLM/A elites. It’s no surprise that Dr. Riek Machar became a
primary target of Kiir and his allies, because he was viewed to be hailing from
a greatly influential political constituency, and who can and possessed
capacity to challenge and stop that infamous Jieng Council of Elders (JCE)
destructive doctrine of state capture agenda to serve their group’s sole hegemonic
interest at the expense of the country. Salva Kiir and the JCE hegemons feared
that Dr. Riek’s entire political constituency (the Naath) believed in him and
thought of him as the undisputed leader for their time, as had apparently been
prophesied by their prophet Ngundeng Boung mythology, to challenge Kiir and
replace him to fulfill the prophesy of a Nuer ascending to leadership of the
nascent state.
In addition his persistent call for reform of a rather ‘too
deformed to be reformed’ government within the SPLM, had stirred the wrath of
and infuriated the witchcraft and spear-masters makers of the JCE to resort to
violence, in the hope to destroy for good Riak’s threat to their power and
hegemony over the country.
The violence and atrocities of Kiir on the population and innocent Nuer civilians in Juba that followed on 15th December 2013, precipitated the flight of many political elites and their followers from the country, who fled the country to form opposition political and armed movements calling for reforms in a reaction to the war and its consequences. This development, while a welcome, occurred without a significant proactive political agenda for the people and country as a whole prior to Kiir’s imposed war and focused mostly or solely on power struggle over the spoils of SPLM in government.
It is surprising that Kiir’s regime of violence and covering
the country with blood has endured this long. It appears that Kiir, because of
his political blankness and lack of national political agenda and ideology,
made him the preferred choice for international lobbyists, western spies,
regional leaders, even sometimes some leaders and scholars who described his
regime as an Ethnocentric or Totalitarian regime.
In reality there seems to be insufficient (or a lack of)
scientific base to describe and characterize this regime in a meaningful political
terminology or classification. It’s nonetheless a political phenomenon in need of
classification. The role of Kiir seems to be leading the country to make it
fragile, destructive and most dangerous war zone, so that it will be easier for
regional leaders and international lobbyists to control and exploit the country’s
huge resources whilst the war endures on, under the terms of agreements which
are devoid of implementation in letter and spirit, such as the ARCSS 2015 and
its iteration in R-ARCSS 2018. One is left to wonder if the deployment of more
Blue Helmets or Blue Berets (UN) in the country and its major towns, makes for
a neocolonialism, as a protective gear for resource-exploitative regimes that
are without legitimacy, such as that ruling over South Sudan under Kiir. Shouldn’t
the regime be terminated at least cost rather than given semblance of
recognition by the UN in order for this violent regime to endure under pretext
of IGAD interest-conflicted agreements.
Witchcraft is an integral feature of traditional culture on
Africa existence and other human races before modernity, notably community
life, religion, politics, the law, and economic practice as cited by the
Author: ERICH LEISTNER. Kiir’s witchcraft regime managed to survive for four
years and maybe more because of interests of regional leaders and divisions
within the opposition generally and within SPLM/A- in opposition, the main
strong political and armed opposition group that signed R-ARCSS.
Kiir’s regime enjoyed regional political support and military leverage to maintaining itself in power but not without cost in destruction of the state’s economy and social fabric, while multitudes of political oppositions and the house arrest of Dr. Machar which started in South Africa and continues to date, have all combined to create opposition leadership vacuum. Today, the country has stagnated politically, economically and socially and many fled to refugee camps because of insecurity and loss of livelihood, and failure of state.
The weakness of opposition movements to overthrow the Juba government
of oligarchs and witchcraft, bad organization, lack of resources, and weak
connection within armed political movements has remained a barrier to change.
This may be compounded by leadership within oppositions groups that are
established around personality of individuals, and lack of internal political
debate and shortage of finance, lack of regional and international support, and
failure of IGAD and its partners to provide unbiased mediation of the conflict
to reach just and workable oversight mechanisms with sanctions to implement all
CoH agreements since 2014 up to 2017 to stop the war.
The overdue debt owed
by the opposition groups
It’s in the interest of opposition groups to avoid in-fighting, which enables Kiir’s regime to defeat them all and forcing them to accept a very weak peace agreement through IGAD without strong enforcement. The alliance of the opposition groups and the people to remove Kiir’s regime together under a new vision to liberate the country from tyranny, corruption and impunity once and for all, and call for a constitutional convention to establish the Republican state which rules by the law through the people, is now an overdue debt owed by the opposition to our oppressed people.
The National Alliance for Democracy And Freedom Action (South Sudan NADAFA) in particular has expressed this debt owed to the people by the opposition in their call for the People’s Transitional Federal Government of South Sudan NADAFA, with a vision for a mandate to facilitate such constitutional convention leading to establishment of the Republican state under a new people-driven social contract which repairs the country’s damaged social fabric. The People’s Government of South Sudan NADAFA is a rallying call to the opposition, the people and civil society, youth and women across the country and Diaspora to forge a common people’s front.
The development of a very strong coalition is thus possible
with a well-articulated ideology and led by strong charismatic leader in a
collective leadership and alliance of all movements and peoples regardless of
their army size and political strength. This will send a clear message of the
legitimate voice of the people and force Kiir’s hand and regime to concede to
the strong will of the people and reach settlement to cede power for a new
political dispensation in the country that puts the country, the people and
their building of the social contract first.
It’s doubtful that such alliance of the oppositions can make
this paradigm shift from the same SPLM/A vantage point, which is so saddled and
fatigued by power struggles, political machinations, corruption and lack of
vision for the country and its democratic transformation.
My considered view and take on the way forward is through opening up our minds and consciousness to a new approach and way of thinking, a paradigm shift, which lifts the mind from dwelling in the low level of “tribal consciousness or tribal nationalism” domain of natural primary society heritage to the level of “citizen consciousness” domain in modern civil society which opens the door to a “universal human consciousness” of humanity oneness regardless of social and cultural background. This shift is also a part of progression of human development and evolution sequences, holds promise of more productive and creative awareness to develop into a civilized society and a new nation that is founded on consciousness of fundamental principles of human and peoples rights, a society governed by the law through the will of the people. And this simply is the missing link, the Nation’s Republican agenda for existence in a state we call our home and can be proud of on the basis of these noble and universal human rights principles.
This shift is necessary if we are to overcome the
differences of views to build consensus rather than fighting each other. It
goes without saying, that every person or community or group in our society
operates within a certain context that they have built up by their traditional
system of beliefs, educational system and social conditioning, and in which they
view the world through those limiting social or cultural borders and thought
boundaries.
However, the challenge is that in essence we are all much
bigger than our perceptions and our belief systems and traditions and primary societies
(tribes) or any political entities, so through those diversities we can build
up a very strong nation. Let’s start doing that and join in the action to make
the vision a reality.
National Alliance for Democracy And Freedom Action = NADAFA

When I speak of Unity In Diversity, I speak of a law. It is a law of the universe which strikes me on my quest for THE TRUTH in regards to the devastations and turmoils of our world today. It is in asking the hardest questions of all times which are, who are we? And what is our purpose in this world?; that I was brought face to face with the Law of our Unity In our Diversity.
The Law of Unity In Diversity
The Law of Unity In Diversity simply says that, there is Unity In Diversity because every single diverse entity is a unique essence of the whole. As simple as it is, it speaks of the entire diversity in the whole universe which is definitely beyond the scope of this article. But to make it more relevant, let us narrow it down to our human context. As humans, we are a global diversity of Unity in our Humanity. As different as we are in all aspects of differences (age, gender, ethnicity, ability & capacity etc) we all belong to the animal kingdom of human beings, right? And it is in realizing and acknowledging ourselves as such, we can truly call and refer to ourselves as members of the human family. For it is in this simple TRUTH that our Sense and Essence of Humanity exists. And it is in this Sense and Essence of our Humanity that we are able to feel the pains of our fellow human beings, understand their concerns and extend a helping hand because we deeply understand and know intuitively, as well as intellectually, that they are the exact reflection of us! As such, their pains are our pains and their concerns are equally our concerns too. For indeed we are one human family in its diverse variables and layers of diversity. In Essence, WE ARE REALLY ONE because 99% of all the things which make us human are the same thing that is in each and everyone of us. It is only in the 1% of the things that differentiate us as individuals, as well as groups, that make us feel different.
This unique Divine Relationship makes it possible for us to relate to each other perfectly well. Because of it, we know whatsoever happens to someone can also happen to us and whatsoever someone is facing, we can face it too. And if we were in their shoes, we could probably do the same. As such, it is our moral obligations to see into it that they receive the Respect and Dignity they deserve as human beings created in the image of God; based on the TRUE values of humanity, under the disciplines of human rights. For it is in so doing that we can TRUELY call ourselves fellow human beings and restore our human image back to Humanity as God created us to be.
So, what happened? How did we break away from
this simple TRUTH?
I will for the sake of simplicity borrow the notion of “Duality”, in realization of ourselves as different from “others”, which makes us create opposites of the same.Instead of embracing these differences and keeping them as forces of creations, we make enmity out of them at times for whatever reasons.
How can duality help us understand diversity?
Duality in realizing our differences gives us the opportunity to choose. You could argue that it is the basis of our FREEDOM OF CHOICE. Without Duality that creates variable options, there is nothing to choose from, right? Freedom of choice also means preference of choices. This preference of choices are results of our emotional attachments to the choice we make. Note that emotion is energy in motion (E+motion) However, there are limits within which these preferences of choices can function as ‘healthy choices’. And this limit is what Jesus said: Do unto others as you would like them to do for you! This, in my opinion, is the secret code of contact for our choice making. Because, it is referring us to the acknowledgement that there is really nothing that you need, prefer or even deserve that is different from what your fellow kind/human need, prefer or deserve.
What is really different could be the time, place, and the context of the situations. But what happened is that we have created enmity from our ability to choose by polarizing everything! As such, every choice becomes, my choice or your choice with little or even no room for ‘US’. ‘US’ becomes those who have the ability and are in positions to force their will into others. As long as you are not equal in this confrontational relationship, you are not an ‘equal kind/human’. As such, we take advantage of those who are less in their ability and capacity than us. We exploit their ignorance and create classes of ‘they against us’. In these classes, we become the upper class of the most fortunate and they remain the lower class of less fortunate, with others in between. We do this with all kind of relationships we have with each other, whether explicitly expressed or implicitly. In so doing, we set up duality against each other to create enmity in polarity in which the gaps between they and us are wide open. As a result, being human becomes classes and groups of all layers of variables that we can come up with.
What does all this mean?
In order to understand what this means, you must
understand how duality works. One could say that, there are two main forces of
energy that create and maintain the entire universe. It is the energy of
DUALITY. Duality is like the force of energy that contracts to the
center and expands from the center, simultaneously. These mutually repulsive
forces in one being, contracting and expanding, looks like it is kept in
perfect order, perfect place and perfect timing as if for the continuation of
existence!
In my opinion, this meaning of “Duality” in one
entity, could serve as a foundation we need to make a revolutionary and break
through in understanding of ourselves, firstly as fellow human beings and
secondly as citizens and fellow compatriots endowed with natural and civil
rights in our country or state on this home planet earth.
How relevant is that?
To put it into context, we humans also function
as a result of this basic Dualistic Energy. And there are two main distinctive
energies that make the basis of our function, which are: positive and
negative energies. Negative energy contracts and positive energy
expands. As a single diverse entity, in this case, ‘ single human being’, we
exist as a separate entity of a whole human family, nation or country, with the
same capacity and ability as in the family of human beings or nation. This is
possible because in Essence, what makes up a single human being are the same
things that make up the whole family of human beings and the whole family of
citizens in a certain country; of which dualistic energy is intrinsic to
existence. In other words, this dualistic energy seems to exist in country
beings or states too, as long as they consist of humans.
This also means, as a single diverse entity (a single human being), (a single diverse state) we are the center of our own universe, from which we expand and contract. For us to be in relationships with our fellow human beings or citizens of one country, it depends on our ability to expand to reach out and connect with others. In so doing, we create relationships and become more than oneself to be part of a group and be identified as such. In the same way, negative energy in the form of fear contracts us to ourselves and makes us feel small. Sometimes, even smaller than ourselves in which we feel less than of our kind/human or fellow citizens. For this expansion and contraction to occur, there must be a center from/to which it occurs.
So, where and what is that center?
I said earlier, as a newly born state, likened to a single diverse human being, we are at the center of our own universe individually, from which we expand to create mutual relationships with one another in that state, and indeed beyond it too, founded on human and peoples’ right. And we are also at the centre of individuality to which we contract, as a result of fear or search for peace. Physically, it is at the position of our hearts where most feelings are concentrated and felt, but not limited to it. Mentally, it is that space which gives us the Sense of our personality in what we call Self or Ego, from which we derive our identity. That means, as we expand to become part of a group, South Sudan NADAFA, we expand our space to create group self/ego and identity in the form of struggle for democratic transformation of our nascent state.
Depending on the energy dynamic of the context, we can expand as big as to become truly a National Alliance and Movement for Democracy and Freedom Action (NADAFA) as our group identity and figure, or contract to personal self only in search for peace with self. But the real TRUTH lies in our ability and capacity as individuals to expand and contract harmoniously between aspects of our relationships (as citizens or South Sudanese) in which we neither loose ourselves nor our group identity(s). It is in this balance, informed by Human, Civil and Peoples’ Rights that we can truly resonate with ourselves in our country, and the entire energy that creates the world’s ecosystem.
However, in our contemporary state of South Sudan, we almost always know intuitively as well as intellectually whether we are in expanding or contracting relationships where we are feeling accepted and part of it or not. It is a reality that goes far beyond being just in relationship between oppressor and oppressed in our own country that is devoid of respect for Human dignity, Civil and Human Rights. It includes whether that relationship is in line with our Sense and Essence of Humanity or not. And this can only be assessed against the norms and values of our humanity based on the universal principles of Human and Peoples’ Rights.
Therefore, in order for us to create Unity In our Diversity in South Sudan, with all the layers of the variables that constitute our diversity, there can never be an alternative to Unity being based on the values of our Humanity and universally accepted principles of human rights. This is the reality we cannot escape in this 21st century where the world is becoming a global village.
This is the ONLY TRUTH that can bring us together and sustain us in our various functions as individuals, as well as members of various ethnic groups, political movements, and as a country. It doesn’t matter whether that group is our own small unit families, our tribe, nation or the whole global family of human beings. Why, because Humanity in its values and principles is the Sense and Essence from which we exist as human beings created in the image of God. Understanding ourselves as such, as well as functioning as such, is what can unite and sustain us as one people of one nation, who are also members of global citizens of this world we live in.
How does this fit in the context of South Sudan?
In our 50 plus years of struggle that took more than 3.5 millions of lives is a struggle against the false definition of ‘who we really are’. Our former oppressors wanted us to believe that, as diverse as we are, we are all Arabs and Muslims. Anyone who doesn’t identify themselves and function as such, is an outsider and must be treated as such. We resisted it until we voted for a country of our own, called South Sudan. Now, our new oppressors, in the faces of Salva Kiir and his Jieng Council of Elders, also want us to falsely believe that, as diverse ethnic groups as we are, we must all follow the traditional ruling system of the Jieng people and their Council of Elders, speak the Jieng language and surrender our land to them. Why, because they are the majority tribe, they liberated us, they are born to rule and they don’t follow others. We are again saying, No Mr. Kiir and your JCE! You got it all wrong! We voted to be South Sudanese, and we shall remain South Sudanese under the norms and values of Humanity; guided by the principles of human and people rights, which is the basis of our constitution, nothing less, nothing more! That you should know is the voice of South Sudan NADAFA, the voice of the people, and putting the people first.
South Sudan came to exist as an independent state as a result of collective efforts, which could be traced back to the very principles of human/people rights. It is because of these basic principles that unite us as members of ONE HUMAN FAMILY. It is because of these basic principles that we are taken in as refugees around the world because some people fought hard to uphold international values and law which says those who are unfairly persecuted receive equal treatment as human beings and to enjoy the same rights people equally enjoy in their various natural places or lands of origin. Governments of other countries contributed their finances and resources to help those people who are at a disadvantage, which makes a portion of their tax payers money is used wisely in good causes to assist other humans in need.
This support, whatever the interests the countries offering help have, are motivated by mutual relationships. It is in these basic principles that our neighbouring countries took us in, fought with us side by side and allowed us to use their resources and tried their best to make us feel at home in their homelands. It is in these basic principles that All the 64+ tribes of South Sudan resisted dominations and marginalization for 50+ years because they know intuitively as well as intellectually, that they have the rights to exist as a people, in their natural geographical land as fellow South Sudanese. The people of Nuba Mountains and Blue Nile joined the SPLM/A struggle for the same reasons because it is also their struggle. The neighbouring countries and the international communities extended out their helping hands and took us in as refugees, advocated for us so that our existence as people of South Sudan can be realized and acknowledged.
SO, WHO IS KIIR AND HIS JCE TO COME AROUND AND
TURN ALL THESE EFFORTS TO BE ABOUT HIM AND THEMSELVES THE JCE?
And we in NADAFA stand by this simple TRUTH to ensure that our people of South Sudan are treated with respect and dignity; to enjoy their rights to expressions as people of various ethnic groups as well as people of diverse talents and opinions. To enjoy their rights to existence as people of diverse ethnic groups of the former Southern Sudan three provinces, in their various villages and districts as they stood on 1st of January, 1956. Our people have the right to choose a system of government that reflects and answers their demand of which federalism (based on the three regions) is their popular demand. The people are the source of legitimacy and authority in decision making of how they are constituted to make a county they can finally call their own.
All this must be done under the TRUTH principles of human and people rights. Therefore, if there is any unity that will bring the people of South Sudan together to call themselves ‘one people under one nation’, it is the unity of our diversity under the principles of human and people rights, period.
Why, because, this is the ESSENCE OF WHO WE TRULY ARE AND SHALL EVER BE: “THE GLOBAL DIVERSITY OF UNITY IN OUR HUMANITY; so says, the Law Of our Unity In our Diversity (LOUD)!

The People’s Democratic
Movement (PDM) would like to reiterate its position for laying down the
foundation and roadmap to a genuinely just and sustainable peace in South
Sudan, based on three Federal States during the Transitional Period. This
approach gives power back to the people in the former autonomous regions of
Equatoria, Upper Nile, and Bahr al Ghazal. It would also help to rebuild trust
and start the process in earnest to repair the damaged social fabric and
governance crisis in the country between all the 64 ethnicities of our peoples.
PDM had earlier during the
HLRF process proposed People’s Regional Conventions in Upper Nile, Equatoria
and Bahr al Ghazal to ensure participation of the people in all their 64 ethnicities
in consultations and decision making processes to nominate and mandate their
representatives to a Transitional Federal Government at regional and national
levels. These regional people’s conventions would take place in the
pre-transitional period in ample time, for the formation of the Transitional
Federal Government of South Sudan (TFGOSS) at regional and national levels, in
which all the 64 tribes and ethnicities would be fairly represented.
As it stands, R-ARCSS is
devoid of people’s participation except for the elites of the incumbent SPLM-IG,
SPLM-IO, SSOA elites and OPP elites, which makes the R-ARCSS exclusively
elitist, clearly non-inclusive of all the 64-ethnicities, and falls short of
addressing the root causes of conflict, and is thus far without legitimacy and
authority of the people.
The National Dialogue
Steering Committee on account of media reports (http://sudantribune.com/spip.php?article66607), now seems to echo and recognize the position of PDM
throughout the HLRF process to be the more viable way forward, including
proposals for rotational presidency between the peoples of the three former
autonomous regions of Equatoria, Upper Nile and Bahr al Ghazal during the
Transitional Period. The R-ARCSS that is sharing power between the elites at
the expense of all the 64 tribes of our people is squandering another
opportunity to reset the clock for a new start with the people fully onboard
the driving seat in South Sudan.
The National Dialogue
steering committee further decried SPLM failure but said nothing of its lack of
legitimacy to rule by means other than the twin weapons of serial wars and
agreements to stay in power as SPLM-IG or SPLM-IO. The people have yet to question
why the SPLM-Xs should be rewarded to rule over the country rather than
sanctioned for senseless wars of power struggle and corruption at expense of
our people’s innocent lives.
The R-ARCSS needs to be
re-opened to make it into a people-centric agreement, with 33% power sharing
allocation to each of the three regions of Upper Nile, Equatoria and Bahr al
Ghazal. This would secure a realistic
chance for a sustainable peace, and thus give a start to democratic transformation
of the country in a strong Federal governance of the three regions by the
people’s making. The country should not be held hostage to failed SPLM IG and
IO rule for peace to prevail, and given the opportunity the people of
Equatoria, Upper Nile and Bahr al Ghazal regional conventions may bring the
stability that has eluded SPLM elites since 2011, including Salva Kiir and Riek
Machar, the twin enduring symbols of corruption `and impunity in South Sudan
governance.
PDM takes the opportunity
once more to repeat its maiden call to our people in Upper `Nile, Equatoria and
Bahr al Ghazal to forge a broad based socio-political National Alliance for
Democracy And Freedom Action (NADAFA) in our country, to end SPLM impunity,
lead democratic transformation to usher in a just and sustainable peace.
The proposals of regional
conventions, through the power of the people, can transform and extricate South
Sudan from the uninterrupted tyranny of the R-ARCSS elites rule, and who cannot
be trusted with governance of our country for another three years. The country
is for the people, not made for the elites rule.
Urgent recommendations to
IGAD, AU and UNSC:
Revisit R-ARCSS to open it up for a critical review to
incorporate provisions for Pre-Transitional People’s conventions in Upper Nile,
Equatoria and Bahr al Ghazal before start of the Transitional Period and its
possible extension thereof
Revisit and
review R-ARCSS to incorporate provisions for a federal governance system during
the transitional period based on three regions and their colonial districts,
which are well known and thus avoid the need for unnecessary imposition of the
illegal 32 states in South Sudan
Review R-ARCSS to incorporate provisions to address
the root causes of conflict, justice and accountability
Review R-ARCSS to limit undue influences or direct
infringement upon the sovereignty and economic resources of South Sudan by foreign
or IGAD sponsored regional powers, Sudan and Uganda in particular, not to be
authorized as Guarantors by the UNSC
Review R-ARCSS to lift the state of emergency, release
of all abducted political detainees and prisoners of war, accountability for
missing abductees, Agrey Idri and Samuel Dong who were kidnapped from Nairobi
and whose fate still remain unknown
PDM calls upon the people of
Equatoria, Upper Nile and Bahr al Ghazal as herein represented by the three
shining stars, for NADAFA of their country from endemic impunity, misrule and corruption.
Let no one party rule, that is devoid of vision for the country and the people, ruin the new born that is our country and nation, united by the Nile, and by the promise of a bright future. However, the people must go to work for NADAFA of the country in the regional people’s conventions before it is too late to change direction of the country.
